It is indeed very weird. The law (if I recall correctly) here in Utah, USA is to leave a 2-second gap minimum between you and the car in front of you. A couple years ago as I was driving a long stretch of interstate there was a car sitting in the left lane, and was about 5-7 seconds behind the car in front of him. So I tried to pass him on the right, only for him to try to accelerate forward to not allow me to merge back into the left.
